Antel: Antel Data Center – Ing. José Luis Massera
About Antel Data Center – Ing. José Luis Massera
The Antel Data Center – Ing. José Luis Massera is a carrier-neutral hyperscale colocation and cloud-ready facility operated by Administración Nacional de Telecomunicaciones (Antel), the state-owned telecommunications provider of Uruguay. The facility is located in the Polo Tecnológico de El Pando, in the department of Canelones, Uruguay, within one of the nation’s primary technology and industrial clusters. Antel is Uruguay’s government-owned telecom monopoly, providing fixed line, mobile, Internet, and data infrastructure services nationwide.
Recognized as one of the major digital infrastructure projects in Latin America, the Antel Data Center Massera is designed to support enterprise, cloud, and connectivity-driven workloads for both domestic and international customers, while anchoring sovereign digital processing and data retention within Uruguay.
⚙️ Facility Highlights
- Tier III Certification (Design & Construction): The Massera data center is certified at Tier III level by the Uptime Institute, indicating robust redundancy and high availability.
- Large-Scale Infrastructure: The campus size is approximately 12,500 m² of built area on a 50,000 m² property.
- Modular Growth: The design includes modular capacity for multiple data halls; when complete it will offer a very large footprint with four main data halls of ~550 m² each (~2,200 m² total white space).
- Redundant Power Architecture: UPS with 2N+1 redundancy, dual independent feeds from separate substations, and onsite generation rated at ~12 MW with ~72 hours autonomy in outages.
- Cooling & Efficiency: Cold/hot aisle containment, free cooling, indirect systems, and chillers supporting up to ~15 kW per rack.
- Environmental Monitoring: Sensors for temperature, humidity, liquids, and door events for continuous monitoring and operational control.
- Security & Access: Secure vehicular and personnel airlocks (“esclusa”), 24/7 surveillance, role-based and biometric access, and integrated CCTV.
🔐 Security & Compliance
- Tier III Uptime Institute Certification: Confirms infrastructure redundancy, concurrent maintainability, and high uptime standards.
- ISO Certifications: The facility’s operational ecosystem is publicly noted as aligned with ISO 20000 (IT service management) and ISO 9000 (quality management) standards, reflecting formalized structured processes.
- Security Controls: 24/7 human and electronic surveillance, CCTV, physical access control with guards and secure access protocols, and early fire detection systems (VESDA & suppressant).
- Sovereignty & Compliance: Located in Uruguay, operations support data sovereignty requirements for public sector, financial, health, and regulated enterprise workloads.
🌐 Connectivity & Carrier Access
- Carrier-Neutral Design: Enables customers to interconnect with multiple international and national network providers.
- Integrated National Backbone: The site is tightly linked with Antel’s national fiber ring and IP/MPLS network, ensuring low-latency access across Uruguay and onward to international routes.
- Submarine Cable Integration: Connectivity is reinforced by joint agreements with submarine cable systems (e.g., Google-related infrastructure), supporting international traffic flows out of Uruguay.
- Cross-Connect Services: Available to interconnect customer racks and network resources.
💼 Who It Serves
- Enterprises & Multinationals: Large corporates requiring resilient colocation and hybrid cloud deployments.
- Financial & Regulated Industries: Banking, health, and public services with stringent data retention and availability needs.
- Cloud & Platform Providers: Infrastructure supporting local cloud platforms and international service delivery.
- Telecom & ISP Partners: Carrier interconnection and peering for broader regional traffic.
- Government & Public Sector: Critical national services that benefit from domestic data residency and processing.
