Established in January 1991, Chief Telecom is a top VPN service provider in Greater China. Over the years, it has evolved from a system integrator to Taiwan's largest telecommunications bandwidth wholesaler and a Type II operator of telecommunication centers.

In 2006, Chunghwa Telecom acquired over 70% of Chief Telecom's shares. In 2008, Chief collaborated with Microsoft to offer Windows Live IP calling service on the Windows Live Messenger platform.
